0xBASE INTEL BRIEF
  • HSE formally requests HIQA HTA on CGM reimbursement for insulin-dependent type 2 diabetes
  • Estimated annual cost of expansion exceeds €145 million; current CGM spending ~€59.5M in 2025
  • HIQA lacks capacity; request de-prioritised by chief clinical officer; new diabetes strategy launched

"The HSE has asked HIQA to assess expanding continuous glucose monitoring (CGM) reimbursement to all insulin-dependent diabetes patients, which could cost over €145 million annually. Currently, CGM is only reimbursed for type 1 diabetes patients since December 2023. The HSE Medicines Management Programme submitted a proposal in October 2025, but HIQA lacks capacity and the request has been de-prioritised. A new national diabetes strategy was also launched. The assessment could determine clinical and cost-effectiveness for type 2 patients."
