0xBASE INTEL BRIEF
  • Report covers 24 Emeis Ireland nursing homes inspected after RTÉ exposé of abuse.
  • Forvis Mazars review found HIQA processes effective but recommends cultural and regulatory changes.
  • Legislative changes in 2025 allow faster regulatory action on nursing home conditions.
  • Two nursing homes excluded from publication due to ongoing legal proceedings over video evidence.

"HIQA released a report on regulatory oversight of 24 Emeis Ireland nursing homes after an RTÉ Investigates programme in June 2025 revealed abusive care practices. Inspections were conducted across the group, and legislative changes in 2025 now allow faster imposition of conditions on registrations. An independent review by Forvis Mazars found HIQA's processes effective but recommended strengthening inspection methodology and reforming regulations to hold parent companies accountable. Two centres are excluded pending legal proceedings regarding access to video footage. Inspection reports are published on 2 July 2026."
